NWACC Board of Directors Meeting

Minutes – February 8, 2003

President Ron Waller called the meeting to order at 12:00 PM at the High Performance Swap Meet, Puyallup Fairgrounds, Puyallup, Washington.  Officers present were Ron Waller, George Schwartz, Dave Kaiser and Lona Hyatt.

A quorum was established.

Minutes:

Ron reported that minutes from the November 2, 2002 meeting had been distributed to board members via email or hard copy.  The following corrections were made:  Meeting time changed from 2:00 am to read 2:00 PM; 2002 budget amended to read 2003 budget. 

A motion was made, seconded and passed to approve the November 2, 2002 minutes as amended.

Treasurer’s Report:

Dave Kaiser, NWACC treasurer, presented the Treasurer’s Report, provided copies to all members in attendance and reviewed the documents in the report.  Reports will be mailed to those members unable to attend.  There were no questions or comments.

Old Business:

George Schwartz announced that the club books had been audited by the audit committee and that they had found everything to be in good order and correct.  An audit report to that effect has been signed.

George asked the club representatives to indicate by a show of hands their club’s approval or rejection of the rules change proposals presented at the November meeting.  

1)       Providing free dues as the Club Participation Award for the year – Unanimously Approved.

2)       $100 prize for Individual Participation Award for the year – Unanimously Approved.

3)       N-1 event change to throw out one event if individual attended all events – Unanimously   Approved.

4)       Procedures for posting results and returning scoring sheets – Unanimously Approved.

5)       Changes to Show N Shine judging guidelines – 6 Approved, 1 Rejected.

6)       Changes to the Show-N-Shine judging sheets – 6 Approved, 1 Rejected. 

It was noted that there a few math or syntax errors that will be corrected in the final printing of the judging sheets

7)       Dues increase and At-Large dues increase changes to the By-Laws – Unanimously Approved.

8)       Dues increase and At-Large dues increase changes to the Constitution – Unanimously Approved.

9)       Autocross Class changes – Unanimously Approved.

10)   Membership Card change which does away with the rulebooks and issues permanent cards with individual club & member numbers – Unanimously Approved.

All of the rules change proposals have passed and they will be incorporated into the new Competition Code, By-Laws and Constitution where necessary.  George reported that he would update all documents as soon as possible and have them available on the website in PDF format.   Please download what you need from the website.  Each member club will receive a hard copy of the documents once all of the changes are incorporated.

Ron Waller reported that the changes had been well received by CGCC members.  It is believed that these changes will correct judging differences in the Show N Shine event thereby making the event fairer. 

George Schwartz said that he would like to see all of the reps work closely with their clubs to promote more participation in Autocross.  One way to do this would be to offer a year-end trophy for the novice class.  Jim Duschel asked if anyone had ever asked their club members why they don’t autocross.  Dave Kaiser noted that from his club it just appeared to be a level of interest issue.  Members come to the clubs for a variety of reasons, many of them social.  Some have never been exposed to autocross and choose to do the events that offer more personal interaction.  Jim noted that we rarely see new autocrossers. Ron Waller reported that he had spoken to several people about autocross and typically finds that they are afraid of harming their cars.  Ron offers his car to those that want to try and some people don’t even want to do that.  Nor do they want to ride along as a passenger.   Jim mentioned that in Canada an insurance discount is offered to folks who autocross.

In summation, George asked that all reps work with their club members to heighten the interest in autocross.  Autocrossing is a fun sport and non-participants don’t know what they are missing. Try to get people to come to an event, either as a participant or perhaps just as a spectator.

Dave Kaiser noted that he had been working on the 2003 insurance renewal.  Last year we collected $8.10 per member unit from the clubs.   As of February 7th we do not have a quote for the renewal but it appears that we will be very close to the $10 per member unit range.  That is effectively a $1.90 increase over what we paid last year.  Invoices have gone out to clubs at this $10 price.  This is an annual payment based on the February 1st club membership census.  If the renewal price is over this anticipated amount, George will come back to the Board to obtain approval to bill the additional cost to the clubs.  It appears to be unlikely that this will need to be done.

Payment of the insurance invoices is due by March 20th.  A second notice will then go out to any clubs that have not paid.  Any club not paid by the time the renewal is submitted, April 6, 2002, will be excluded from the renewal and will not have insurance coverage.   We do have some ability to work with clubs having timing difficulties or other issues.  Please contact Dave Kaiser if you need assistance or are having problems. 

Anyone having an event needing an insurance certificate prior to the April 15th renewal date is asked to request the certificate now.  Dave will obtain the certificate under the current coverage.  If you have an event scheduled immediately following April 15th, please get the request in to Dave as soon as possible so that a certificate can be issued immediately upon renewal of the policy.   As a general policy, please request insurance certificates 30 days prior to your event.

A lengthy discussion was had in regard to the disposition of any funds which might be remaining if the renewal price is less than the $10 billed price. 

A motion was made, seconded and passed to maintain any overage funds collected for insurance premiums in the NWACC budget as a line item specifically designated for insurance.

Dave thanked the members for their attention and for not crucifying him for the increase in insurance costs.

Ron asked      that all clubs submit their event schedules as soon as possible.  Following is a list of events known at this time:

Ron announced that Classical Glass has volunteered to sponsor the year-end banquet this year.  A discussion was had and it was decided to try and have the banquet within the first two weeks of November again this year.

George Schwartz asked that any clubs wishing to print their own NWACC membership cards please follow the established criteria for information required.  Tony Hyatt noted that it may be better to keep the NWACC card unique rather than having each club do their own.  A discussion ensued and it was decided that George will get a format out to all club reps via email and each club can print their own.  Clubs that do not have software available to print cards, please contact George for paper cards.  George will send out numbering instructions to all clubs.

George asked reps review the autocross rules and offer suggestions for changing anything that doesn’t work.  Changes to the Competition Code can be made rather easily so please keep track of any changes that need to be made.  

Canadian Quad C members will be allowed to compete for year-end points this year if they provide a book #.

Ron asked if George was going to send out a disk and have on the web a complete set of judging sheets.  George responded affirmatively.  It was noted that there are several changes to the judging rules this year.   Dave will be available to assist those tallying scores this year if needed.  Remember that in Concours only 1 mechanical score is used for each car, 3 judges are needed for Show N Shine unless you can only get two.   Scores have to be within 7 points of each other.  In a 3 judge shown n shine you throw out the lowest score.  Clubs will be required to design their own tally programs this year.  All clubs must submit the following tally information:  participant name, NWACC card #, car being driven, class, score and NWACC points.  Email or hard copy reports to George immediately following each event.

Ron indicated that we will have a meeting every other month or at each event.  The next meeting will be Sunday, April 6th at 9:00 AM (come at 8:00 AM for breakfast). Location to be announced.

Dave questioned the time that we have our meetings at events.  Our currently scheduled noon meetings are difficult for the event club reps to attend.  It was decided that we would schedule event meetings 1 hour prior to the event opening.

Tim Cox asked if anyone was hosting the All Club Invitational this year.  There was some confusion about this event and it was determined that last year was the first time NWACC had been a participant.  It started along time ago with Majestic Glass, Marque Club northern clubs.  Tim will look into it for this year and advise the group via email.

George noted that it is very helpful of people post their events on the Corvette Forum and Corvette Action Center website calendars.  Anyone who is a member of one of the forum, put the event out there and try a draw some interest from outside of the clubs.

Arlen Yardley noted that May 3rd there will be an open Cruise In hosted by Rose City and Nancy Chevrolet with 26 classes and open to all cars.  Also on the first weekend in August Arlen and Donna will be leading a tour from Portland to Victoria, BC for the Western Regional Canadian Corvette Conference.  If anyone is interested in attending, please contact Arlen.

There being no further business, Ron adjourned the meeting at 1:45 PM.    The next meeting is Sunday, April 6th at 9:00 AM.  Location to be announced.
