Proposed Changes to Competition Code

 

CHANGE TO NWACC COMPETITION CODE

These additions and changes to the Competition Code are presented to further define entrant requirements for moving events and to clarify NWACC insurance policy requirements.

Proposed New rules:

Section 5  Hosting an Event

New 9.4

All entrants in any NWACC-sanctioned moving event (rally or poker run or other similar event) that uses public roads must possess and show upon demand, a valid driver’s license, current vehicle registration and current proof of automotive liability insurance as required by their state or province.  Race-only or non-street-legal vehicles competing in autocross or gymkhana event s on private property may be exempt from vehicle registration requirements.  Proof of insurance coverage must be presented on demand.

New 9.5:

No person under the age of 18 years may drive either as a competitor or in “fun runs” in any NWACC-sanctioned autocross event.  No person under the age of 16 years may ride as a passenger during competition or “fun runs”.

New 9.6:

All entrants, spectators, and other persons entering the event site, pit area, or the starting grid area must sign the appropriate insurance release forms.  Any person under the age of 18 years must sign the “K&K Minor Release and Waiver of Liability and Indemnity Agreement”.  This form must also be signed by parent(s) or legal guardian of the minor.

New 9.7:

All signed and dated insurance release forms for any moving event hosted by an NWACC club where an insurance binder certificate was issued shall be returned as soon as possible after the event to the NWACC officer(s) responsible for administration of the NWACC insurance policy.

 

Change to Speed Event Guidelines Section A, Rule 9:

While the Competition Code specifies that moving events on public roads require an entrant to possess a valid driver’s license, valid vehicle registration and proof of insurance, the Speed Event Guidelines have slightly different requirements and this change updates the current rule to reflect the necessary requirements.

Current Rule:

9.       Each driver must present a valid driver’s license to the Registrar prior to being allowed to run.

Revised Rule:

9.       Each entrant must possess a valid driver’s license at time of registration along with proof of automobile liability insurance as required by the entrant’s state or province.  It is strongly recommended that the event registratin form include space for the entrant’s driver’s license number, state of issue, and name of his/her insurance company. 

Add new rule:

This new rule outlines the requirement and recommendations for seat belts in competing vehicles.  There is currently no specific rules or guidelines for seat belt requirements.

New Rule:  (re-number existing 23 to 24)

23      Seat belts are required for all competing vehicles and all entrants are required to use either a seat belt or multi-point safety harness.  The use of a lap belt as the only restraint is permitted only if the vehicle was not originally equipped with shoulder belts.  Shoulder belts or “safety harness” belts are recommended in all cars.  However, “safety harness” belts that would hold a driver upright during a rollover are not recommended in convertibles without a rollbar or hardtop.
