Kaiser called the meeting to order at 9 a.m. with 6 clubs in attendance. All
voting included the (6) club representatives, and (4) officers, totaling 10
votes. A quorum was established.
Meeting
Minutes: August 29, 2010
Copies of meeting minutes for
August 2010 had previously been distributed. Corrections were made to The
Retention of Records and Competition Committee portions of the minutes.
Hearing no further objections, Kevin Jewell made a motion that meeting
minutes be accepted as amended. Chuck Hulka seconded the motion. Minutes
approved.
Club Rental of Autocross
Equipment
Mike Marum asked whether his club (Columbia
River Corvettes) could use NWACC or Rose City Corvettes autocross equipment
for their event in 2011. George Schwartz stated that would need to be
discussed next year because that is a logistics issue getting the equipment
to the Kelso area. Dave Kaiser stated that NWACC does not own autocross
equipment but merely rents the equipment for $75 per event from either
Classical Glass Corvette Club or to Rose City Corvettes. NWACC does,
however, pay to store autocross equipment in a storage unit near the Shelton
facility. Mike Marum’s club will need to negotiate a deal for the use of
autocross equipment for their club event next summer.
Len Tucker: Treasurer’s Report
Copies of financial report were handed out. Current balance is $11,328.54.
Regarding this year’s year-end-banquet, a total of $775 is committed to Rose
City Corvettes for raffle prizes.
Dave
Kaiser: Insurance Committee
Dave handed out copies of
documents titled “Paid by Clubs” and “Summary Paid to K&K Insurance”
regarding fees paid by clubs to NWACC to pay to K&K Insurance for insurance
coverage. Discussion ensued. Dave reminded everyone that membership data is
a snapshot picture at this time as far as insurance is issue is concerned.
George Schwartz: Vice President Comments
and Autocross Committee Report
At this time, NWACC still
has 10 member clubs. George asked whether anyone knows if other clubs in
Western Oregon would be interested in joining NWACC. Discussion ensued.
George also spoke with other clubs in the Seattle area. A long-range goal of
NWACC is to increase its club membership.
Randy Free and Kevin Jewell
will assist George in building a new set of NWACC rules addressing safety
and car control issues at autocross events. There will also be a rules
change proposal for near year which will be distributed at the November
meeting.
There have been lots of work changes and work conflicts in
peoples’ lives this year. Thus, George is looking for volunteers for next
year‘s autocross events. He will need volunteers to help out at the
registration table (2 people) and also a few people to be alternates to run
the timing lights so Tony and Lona Hyatt can also compete in autocross
events. Dave kaiser will continue assisting with timing as he has been
generally trained on the timing operations. George also needs some people to
help with autocross course setup (helping here would satisfy the work-to-run
rule). It would also be nice if someone provided lunch at autocross
event(s). George asked attendees to inquire at their respective club
meetings whether any of their club members would be interested in helping
out in the above-noted areas.
Autocross timecards (distributed at
registration) must be signed (initialed) by either a tech inspector or
someone at the registration table on site at the autocross event even if the
participant has had an annual tech inspection and has a helmet and car
sticker.
A rules change proposal for changes in NWACC guidelines will
also be forthcoming regarding tech inspection at autocross events.
Requests for permanent car numbers will be accepted after the February NWACC
meeting next year. Numbers should be 5 inches in height to comply with NWACC
requirements. George will be sending around the updated list of what
permanent numbers have already been assigned. Also, denoting class
designation would be helpful. George asked that people who have permanent
numbers get some kind of static cling decal of their numbers so NWACC does
not have to mess with the yellow paint or such. NWACC will still need to
apply “paint-on” numbers for those cars that do not have permanent numbers.
Regarding the gate, it will continue to be managed by the use of a
combination padlock for the 2011 season.
Previously the topic of
buying new orange course cones was raised. George is in the process of
cleaning and inspecting the cones currently used by NWACC but owned by CGCC.
He does not see a need at this time to order more cones. There are
approximately 196 cones. Roger Tooker said that Rose City Corvettes owns
their orange cones and that he knows where good-quality seconds can be
purchased for $4 each. Classical Glass Corvette Club will buy more fire
extinguishers and orange vests and will also upgrade their timer to the
current version; these purchases will come out of Classical Glass Corvette
Club funds, rather than by NWACC. NWACC does pay for chalk, window paint,
printing of documents, and storage of autocross equipment.
George
Schwartz and Chuck Hulka will be discussing changes in judging sheets and
assigning points and will possibly submit a rules change proposal regarding
such. George also mentioned the appropriateness of the N-1 rule versus the
N-2 rule.
Tentative dates for NWACC autocross events are 5/15/11,
6/19/11, 7/17/11, and 9/11/11. The Port of Shelton is currently developing
their budget. When that budget is done, George will find out whether these
dates will be confirmed. This year, the rent for the track was $375 per
event which included rental of the SaniCans. George does not yet know
whether this fee will be the same for next year. Additionally,
NWACC-sanctioned autocross events put on by other clubs are scheduled for
7/3/11 (Columbia River Corvette Club) and 7/31/11 (Rose City Corvettes) and
8/14/11 (Classical Glass Corvette Club).
Randy Free previously talked
with Tony Hyatt regarding compatibility and redundancy of autocross
equipment. Randy has found a company where he can replace cables for about
one-third the cost that Mid America charges. He is stepping it up at working
to improve compatibility of autocross equipment owned by Rose City Corvettes
and Classical Glass Corvette Club.
Year-End Banquet Report: Gwin Logue
Registrations are
still being accepted. The $49 room rate is for Saturday only. Dinner is $25
per person and NWACC is picking up the additional $9.75, for a total cost of
$34.75 per person which includes gratuity. Gwin will call Jon Cox to add a
second link on the NWACC web site so people can readily access the
registration form for the year-end-banquet. The cutoff for registration was
originally October 20. However, they have opened it up for an additional

Nominations for Board
Positions of President and Secretary
Previous nominations
were Randy Free for President and Kevin Jewell for Secretary. Hearing no new
nominations, the nominations are closed until the next NWACC meeting, which
will be in November.
NWACC 2010/2011
Budget
Dave Kaiser and Len Tucker will be working on the
budget, and this topic will be on the agenda for the next NWACC meeting,
which will be in November.
Changes to
Constitution, By-Laws, and Competition Code
Of note,
anybody in NWACC can submit a change proposal. The proposal must be
submitted in writing, 15 copies (so everyone at meeting has a hard copy). An
electronic version would also be helpful so NWACC can post the proposals on
the NWACC web site so they are available to everyone. The procedure is to
take the existing rule and write that out and put that in your document.
Then you put your proposed change so NWACC sees what it says now and what
you want it to say. That is submitted at the November meeting which is when
proposals are discussed. The proposals go back to the clubs for their vote.
Then at the NWACC meeting in February in Puyallup, the changes submitted are
voted on. It is either a yes or a no vote on what was submitted. There is no
option to change a proposal at the time of voting. Of note, Dave Kaiser
plans to submit a proposal requiring clubs to submit dates for their events
at the February NWACC meeting in order that autocross points will be counted
for year-end awards. If a club does not meet this deadline date, then that
club may have their event but the points will not be counted toward year-end
points for awards. There are 15 votes (one for each club and one for each
NWACC officer and the At-Large Representative). Of note, the members at
large have a representative (one vote) appointed by the NWACC president on
approval of the NWACC officers.
Miscellaneous
Dave Kaiser asked that at the NWACC
November meeting club representatives submit their event dates for next
year. At the absolute latest, clubs should submit any information that they
want on the NWACC calendar on or before the NWACC February meeting.
Also, Dave will discuss with George regarding the issue of non-NWACC versus
NWACC participants at autocross events.
General Announcements
Classical Glass Corvette Club: 2011
Five-Star event is tentatively scheduled for 8/13, 14, and 15.
Corvette Marque Club of Seattle: Nothing to announce.
Columbia River
Corvette Club: Bow-Tie Bash on 7/2 and 7/3 of 2011.
Rose City
Corvettes: Nothing to announce.
Mount Hood Corvettes: Tentatively
planning for an event next year, probably late June.
Len Tucker,
National Corvette Museum: Corvette Caravan in 2012 for club day at the
National Corvette Museum
Corvettes de Olympia: Probably will have an
event next year.

1. Mary Hortaleza raised issue of SaniCans upkeep.
2. Mike Marum raised question of Shelton grounds upkeep.
Discussion
ensued. George will talk with the Port of Shelton again regarding these
issues.
The next NWACC meeting will be held from 3::30 to 5:00 p.m.
on Saturday, November 6, 2010, at the year-end banquet in Portland, Oregon,
hosted by Rose City Corvettes.
